Found out it's a drunk 30 yo polish guy that stole a broom from a woman sweeping the street. He broke the handle and hit cars with it. Two cops in training (so not wearing a gun) saw him and notified other cops who fired three warning shots as the guy was moving too fast to shoot him in the legs plus it occured in a busy shopping street and they didn't want to shoot bystanders. Also the use of pepperspray was not an option police said as he moved too fast and they couldn't get closer to him. The cops tried to enclose him so he couldn't turn his anger towards bystanders. He was arrested in another street and faces charges.
