On a total numbers basis, it's is 'bullshit, as most recent crime data shoes that whites (including Hispanic & Caucasian) commit about 69% of all reported crimes. but they represent 78% of the total US population.

But when you consider that blacks are less than 14% of the entire US population, yet commit 30% of the crime (source fbi.gov) in the US including 49% of the murders/manslaughters, 56% of the robberies, 41% of the weapons violations, and 39% of violent crimes, it's not TOO hard to see why people say it.

It may be unpopular to say, and there may be all kinds of reasons and excuses for it, but the numbers are what they are. No accusation of bias is going to refute them.
