My theory is that the deputy stole the jailer's wig from his locker and put it in the backpack. He then went up to the jailer and said "got your wig in here!", pulled the backpack away, chanting "funky baldyhead, you're a funky baldyhead". Obviously that got the jailer in a rage, having walked around all day without his wig, not knowing who took it, so he screamed "give that back!!!". Camera footage then shows as he continues to shout "Now!!!".
And well, it all escalated from there.

Sad, really... all that bullying.
