Transgender is when someone feels they were born in the wrong body and they wish to change into the opposite sex by taking hormones, getting surgery, fully looking like opposite sex by extreme measure etc.

Cross dresser is someone who doesn't want to change their gender and just likes to dress up as opposite sex for fetish reasons or role play.

Homosexual is someone attracted to the same sex. Cross dressers a lot of the time are bisexual, transgender may or may not consider themselves homosexual, it depends.
