He is probably trying to get the cell phone to keep her from calling the cops. I have a renter (I called her La Pinata) that has that her new move in boyfriend constantly beats her up almost daily. He tried to get the cell phone to keep her from calling the cops. He finally got arrested with no bond after getting arrested 4 times in a month (then released on bond).
