Dont know the whole situation, but if they are tourists why would you resort to stealing phones which is so minuscule especially for travelers.  |

Begpackers.  We have them here, silly millennials begging for change at the highway offramp. I sometimes throw a handful of change out the window as I drive by, it makes sure they have to work for it. |
