Ambulance Paramedics Fighting Over Soat
The "Guerra del SOAT" (SOAT War) is a colloquial term in Colombia referring to the aggressive and sometimes illegal competition among ambulance operators (both private and public) to be the first to arrive at a traffic accident scene and transport the victims. The SOAT (Seguro Obligatorio de Accidentes de Tránsito, or Mandatory Traffic Accident Insurance) is a compulsory insurance that covers medical expenses, hospitalization, indemnities, and funeral costs for anyone involved in a road accident—drivers, passengers, and pedestrians—regardless of fault. Clinics and hospitals bill these services directly to the SOAT, and ambulance transfers for traffic accident victims generate higher fixed payments compared to non-traffic emergencies. Some clinics reportedly offer commissions or "bonuses" to ambulance drivers who deliver patients from accidents, incentivizing a race to the scene. It's also called the "guerra del centavo" (war of the penny) because individual incentives are small but add up with high volume. This can lead to ambulance drivers speeding excessively, leading to secondary accidents or fights among the ambulance drivers. |
