It's called "happy slapping." Hooligan-minded euro-assholes who make it a game to slap (or sometimes seriously injure) strangers then have some laughs and a beer over it later. There's a famous case of 2 "happy slappers" randomly attacking a stranger who, like this guy in the video, turned out to be a professional boxer. But unlike this video, there was no wife or girlfriend to stop the boxer from going crazy on his two assailants, and he seriously injured them, putting them both in the hospital for months. I think they still ended up getting sentenced for it.
