What I saw in the video is that the woman picked up cash that she threw down in the street after the waiter had to chase them down for not paying. It seems pretty obvious to me that they were trying to skip out on the bill, but when the waiter persisted, one of the sisters through some money down on the street. One of them clearly says, "Just pay him".

Guess they have a few weeks until their new Food Stamp vouchers come in. Gotta try to skim through what cash they got left after selling what they got, while their kids going hungry at the house.
