Randall Moore is serving three consecutive life sentences for kidnapping, sexually abusing and murdering his estranged wife, TereseAnn Lynch Moore, and 25 more years for shooting the first Des Moines police officer to reach the apartment where he killed her.

TereseAnn Lynch Moore, 30, of West Des Moines, was killed on Nov. 11, 2009. Radio Iowa reported she was a member of the Iowa Air National Guard who had completed three tours in the Middle East and worked for the Iowa Department of Human Services. She had left Moore about a month earlier, obtained a protective order against him, and a judge had ordered him to turn his firearms over to law enforcement. The couple had an 8 month old child.

Moore, then 38, rented a silver Toyota Camry the day before and followed his wife to a Target store at Merle Hay Mall, according to the Iowa Court of Appeals opinion. As she left shortly before 4 p.m., he parked behind her car to block her in, forced her out in front of witnesses and drove her to his apartment on the north side of Des Moines, where he shot her.

Officers were sent to the apartment building that afternoon. Officer Todd Roland was shot in the hand as he arrived and radioed that he had been hit, Radio Iowa reported after reviewing the police radio traffic released the next day. Dispatchers reached Moore by telephone and warned other units that the suspect was armed with 20 shells and that nobody should come to the door because he would shoot again. Officers held a perimeter through a standoff that ended with Moore in custody. Roland had surgery on his hand.

A Polk County jury convicted Moore of first degree murder, first degree kidnapping, first degree sexual abuse and attempted murder in 2010 after deliberating about three and a half hours, The Telegraph Herald reported. He pleaded not guilty and did not testify. His attorney, Jennifer Larson, told jurors he never intended to kill his wife.

District Judge Joel Novak sentenced Moore on Nov. 12, 2010, one year and a day after the killing, and ordered the life terms served consecutively. KCCI reported Moore spoke for about 11 minutes and told the court, "I have not one ounce of remorse for TereseAnn's death." He also addressed the wounded officer, saying he could have shot him and chose not to. Novak told him that "if anybody didn't know what a piece of work you are before this sentencing, they know now." The Iowa Court of Appeals affirmed the convictions on Aug. 8, 2012, rejecting Moore's arguments that the trial court should not have admitted expert testimony and evidence of his prior conduct toward his wife.

The recording posted here is the Des Moines police dispatch logging tape of the radio traffic from that afternoon, running about four minutes. It covers the response to the apartment, Officer Roland's report that he had been hit, the warning dispatchers relayed about the shotgun shells, and the units moving in around the building. It is radio traffic between dispatchers and officers, not a call from a member of the public. A logging tape records a channel continuously, so unrelated routine traffic runs alongside the incident.
