An off-duty Ogden police officer helped pin down Sulejman Talovic, 18, after Talovic opened fire at Trolley Square in Salt Lake City on Feb. 12, 2007, killing five people and wounding four before police shot him dead inside a mall store.

Salt Lake City police said Talovic parked on the mall's west terrace and shot two people outside before walking in shortly before 6:45 p.m. carrying a 12-gauge shotgun, a .38-caliber revolver and a backpack of ammunition. The dead were Jeffrey Walker, 52; Vanessa Quinn, 29; Brad Frantz, 24; Teresa Ellis, 29; and Kirsten Hinckley, 15. The wounded included Walker's 16-year-old son, Alan Walker, Hinckley's mother, Carolyn Tuft, 43, Shawn Munns, 34, and Stacy Hanson, 53.

Ken Hammond, a six-year veteran of the Ogden Police Department, had stopped for an early Valentine's Day dinner with his wife, Sarita, a police dispatcher, when he heard popping he first thought was construction work. He saw badly injured people and a man with a shotgun, sent Sarita back to the restaurant to call for help, identified himself as a police officer from the floor above and drew his handgun. Talovic fired at him twice and missed. "I was in a situation that I was carrying my gun, and I felt that I had to do something," Hammond said. "I couldn't let any more take place."

Sarita Hammond borrowed a phone and called 911 from the Rodizio Grill. "There's a guy shooting a rifle. He shot a couple of people," she told the call taker, according to recordings later released by Salt Lake City police. She described the weapon as "a big, long, black gun," said at least two people had been hit, and warned officers not to mistake her husband for a second gunman. "My husband is an Ogden city cop. He has a gun. He's off duty. He's out there somewhere," she said.

Hammond said he found a uniformed Salt Lake City officer on the lower level and shouted his name and agency until they could work together. Police Chief Chris Burbank described what followed as "basically a shootout" that held Talovic in place until more officers arrived. Burbank said Hammond's actions "saved the lives of numerous other people," and officials credited him with helping to "pin the shooter down."

Investigators never established a motive. Talovic was a Bosnian refugee whose family emigrated to the United States in 1998, and he received permanent resident status in 2005, federal immigration officials said. Police said he had left school as a teenager and was working at a uniform company. The FBI ruled out terrorism. Burbank said the gunman had "one thing on his mind, and that was to kill a large number of people."

Salt Lake City police released roughly two hours of 911 calls and police radio traffic from the shooting on March 1, 2007, after Mayor Rocky Anderson stepped into a dispute over records requests the department had denied. The Salt Lake County district attorney's office cleared the officers who fired their weapons, and an internal Ogden review found Hammond's use of force justified. He returned to duty as a traffic officer.
