Fireworks Call Leads to Officer Shooting Near 11353 South Avenue L
On June 24, 2020, around 11 p.m., Officers Francisco Guevara, No. 8284, and Roberto Casillas, No. 11077, were responding to a fireworks call near Ewing Avenue and 113th Street. They drove south in the west alley of Ewing. As they approached 114th Street, they saw movement in the dark, and Officer Guevara turned on the passenger-side spotlight. A subject emerged, raised both arms, and pointed an object at the officers. Officer Guevara believed the subject was about to shoot at them, drew his firearm, and fired three times from inside the police vehicle. The officers got out, and Officer Casillas handcuffed the subject. The subject asked why Officer Guevara shot at him. Officer Guevara said the subject had a firearm, which the subject denied. Officers searched the immediate area and did not find a firearm. A cellular phone was found next to the subject. The firearm discharge was found to be within Department policy. Officers Guevara and Casillas did not activate their body-worn cameras until after the firearm discharge, and the allegation that they failed to activate their cameras in a timely manner was sustained.
