Dahmer was a psychopath. He was about average in intelligence and was good looking and could easily blend into a crowd. Most people thought he was just a shy person. But, he had no problem making conversation. It was kind of the perfect storm of events that made him into a prolific killing machine. For one, his father was a religious fundamentalist who abused Jeffrey for being gay. He humiliated him on numerous occasions and physically punished him as well until Jefferey decided he was Satan's spawn, mentally withdrew and lost all empathy for people. He killed his first victim when he was young after the guy rejected his advances and humiliated him. That's when he realized that he loved to control and kill men. The cops helped him continue his killing spree by holding a major prejudice against gay people and prostitutes. They made very little effort to find those who went missing and Jeffery just kept picking up gay prostitutes, drugging and raping them until they died....and then a bit longer. He would have killed a lot more people had it not been for his poor choice of residence in an low income apartment building. It was the smell of decaying bodies that brought the authorities after complaints from the tenants. The cops didn't have a clue otherwise and probably didn't care.

Dahmer was a necrophile as well? I've not read about that. I knew about Bundy, Gacy, Richard Chase, Ridgway, Albert Fish, etc. having necrophiliac tendencies, as it's how half of them were caught.
You're spot on about the cops not caring, though. One of Dahmer's underage victims was found naked and bleeding, running down an alley. After hearing his story, the cops confronted Dahmer, who said, "Yeah, my friend has had too much to drink tonight. I'll take him home." End of kid. The cops should have taken the kid home, but as he was Laotian, gay, and poor, they didn't care. The cops escorted the kid to Dahmer's apartment, and went in, and *somehow* missed the dead body in a bedroom. This was after neighbor complaints regarding the foul smell coming from Dahmer's place.
