I'd hazard a guess that these appear to be mostly from Shoreline WA, SR99/Aurora Ave. north. (North Seattle, basically) You can always tell a run-down/prossie-'friendly' area in the Puget Sound (and I guess anywhere else) by the number of strip clubs and massage parlors along it.... Plus, less obviously, the lack of sidewalks (which is kind of ironic, in this case). Not in all of these little clips, but you can see it in some. Many stretches of north 99 are still just paved from storefronts out to street lanes even today, some had a token 'curb' added at some point but it's all still just asphalt in front and behind. Those that have actual sidewalks were typically property-redeveloped at some point in the last few decades, whereupon the city insisted on developers' including or allowing for the piecemealing in of sidewalk lengths: the hope, I guess, is to complete the whole set at some point in the future. A good road-widening infrastructure improvement program would've done it too, but for instance 99 North/Aurora is plenty wide along most of its length in the Shoreline area so I guess the city hasn't had the money or seen a sufficient need. This creeping improvement is obvious in other places nowadays too, such as along SR522 Lake City/Kenmore/Bothell. At about 15:00 in this 1987 video, on the right, is a good 'before' example.
