Dumb kid (and/or dumb parents that didn't teach her to cross the road proper) + inattentive driver

plus touching and hugging her after the hit is a big big mistake...don't touch the victim, let right people doing their job, it will helps if she wants to walk again.

Aren't there normally stop lights or stop signs at pedestrian crossings? Not sure if one was there or not, but it would make a lot of sense to put one there.

Re: Young Girl Following a Dog on The Crosswalk is Hit by a Car
It's her fault. You don't go running out into the road like that when the oncoming traffic doesn't have a stop light/sign. It appears there is even a yield sign for vehicles. She wasn't thinking beyond following that dog. So yeah, I would be asking the parents are you teaching your kid?
