A dump truck was sitting in the right lane not moving, and had its brake lights on. The car was in the oncoming lane passing the stopped truck, swerving to duck back into the right lane. The car ended up swerving right into the pedestrian.

I think perhaps the truck stopped to let the pedestrian cross, which explains why the ped did not look for traffic. Perhaps the ped was a girl without much life experience/awareness. She might have been waving a "thank you" to truck driver as she dashed out.

I am reluctant to give right-of-way like that with any other traffic around, because you can't control what the other drivers (or peds) will do.
