Because he's a dumbass who thinks it's the driver ahead of him who is at fault. I did the same thing to someone on the freeway; saw some dark debris the same colour as the road, no time to swerve at 100kph, flicked it off my rear tire and straight into the windshield of the tailgater behind me. They also beeped and carried on like a pork chop. I just smiled and kept driving.
