If this is in China somewhere, the cyclist was probably still somewhat alive so the driver had to run him back over to make sure he was good and dead.
This way the driver won’t have to pay a lifetime of medical bills. With the victim dead, what the driver has to pay the victims family is much less than a lifetime of medical bills.
This is a thing by the way. A real thing.

Also, there are a bunch of videos on here showing drivers deliberately re running victims over to make sure they are dead.

Or they just leave the victim there to slowly die and other pedestrians don’t care either, just walk by the horrifically injured dying person. I think it’s been said that if a bystander is thought to have caused injuries to the victim, further injuries I guess, they’d be liable for lifetime medical bills too.

I began to read about bystander effect after the accident that sent a little girl to coma then died afterward after being run over multiple times at a market
Her name was Ying or Yue, something like that
