Lack of enforcement for traffic laws makes it a free for all. This was either a suicide or the driver was playing around too much. I was always fearful when riding scooters in (SE) Asia, but it is simply a part of life there and unavoidable if you are there for any extended length of time (unless you're rich, of course).
