Yep, that is what looks like happened.

Mototaxis of that type have the two or four stroke engine underneath the driver and a shaft going to the back wheels. Dropping the driveline (shaft) at the engine would produce the wheelie once the end shaft dug into the concrete/asphalt/dirt.
