Teenage Girl on Bike 82% Disabled After Drunk Excavator Driver Hits Her
Despite not having a driver's license, an excavator operator's certificate, and having consumed alcohol, Vu Van Nguyen still operated the vehicle, causing an accident that resulted in the motorcyclist sustaining 82% disability. On the afternoon of December 30th, the Phu Tho Provincial Police announced that the Criminal Investigation Agency had initiated criminal proceedings and temporarily detained Vu Van Nguyen (born in 1998, Yen Lap commune, Phu Tho province) for violating regulations on participating in road traffic and initiated criminal proceedings and imposed a travel ban on Do Quang Long (born in 1993, Zone 7, Dan Quyen, Tam Nong commune, Phu Tho province) for the crime of entrusting a vehicle to a person who does not meet the requirements to operate it on public roads. On the afternoon of December 28th, at kilometer 70+50 on National Highway 32 in Zone 7, Tam Nong commune, a traffic accident occurred between a specialized excavator driven by Nguyen and a motorbike with license plate 19N1-012.84 driven by Ms. PHT, 19. As a result, Ms. T. suffered serious injuries, resulting in 82% health impairment, and her motorbike was damaged. The police determined that, prior to the accident, Nguyen and Long (the owner of a scrap metal purchasing facility, for which Nguyen worked) had a meal together at a relative's house in the area. At the meal, Nguyen consumed alcohol, while Long did not. At 2 PM, Nguyen and Long returned to the scrap yard. Nguyen drove the specialized motorbike used for loading and unloading goods at Long's scrap yard. After loading the goods, Long instructed Nguyen to drive the motorbike to an auto repair shop to apply grease. Despite not having a driver's license, a certificate for operating specialized motorcycles, and having consumed alcohol, Nguyen still drove the vehicle as directed by Long. When about 10 meters from the auto repair shop, Nguyen did not slow down, did not pay attention to his surroundings, and did not yield to vehicles in the opposite lane, so the front of the excavator crashed into Ms. PHT's motorbike. Then, the excavator operated by Nguyen continued to push the motorbike forward, colliding with a tractor-trailer that was undergoing repairs at the scene before finally stopping. After causing the accident, Nguyen left the scene. The video of the incident caused public outrage so Major General Nguyen Minh Tuan, Director of the Phu Tho Provincial Police, ordered an investigation to clarify the matter. |
