The car hit the rear end of the firetruck and came to a dead stop, all that momentum is going to have to go somewhere. So the rear wheels hop to the right. The firetruck is still traveling straight down the road but its tires are now all facing diagonally to the direction of travel, so they dig into the pavement and the firetruck high-sides.
You can see the spilled water in the aftermath so obviously it wasn't totally empty but it didn't have enough water on-board to absorb the inertia from the car.

The car also appears to have gone somewhat under the firetruck. It hit so low that the firetruck rolls toward the car upon impact, then the left side suspension rebounds and the firetruck is launched onto the right side wheels. Now you have a brick, moving sideways, which is already rolled onto two wheels.
