I wonder why the truck didn't stop, but the scooter rider shouldn't have tried to cut in front of the truck either. Lucky the rider survived.

I fully blame the scooter rider. The light we can see changes right after the truck starts picking up speed again as well as when the other scooter rider on the same side goes on through the intersection. I'm thinking the light we can't see changed a couple seconds before. I'm pretty sure that truck driver couldn't even see the scooter due to the truck's height and how close the scooter was to it.
