Assuming the cop had both his lights AND sirens on, he has right of way no matter the conditions at an intersection. Intersections cannot be crossed at speed though, but it's pretty damn obvious he's doing only about 15 through the intersection, and other vehicles has already seen him and have slowed down on the green-lanes to let him past. Driver of Smart Car... not so smart to not pay attention to his surroundings.
