I get so frustrated when i watch scenes like this. Why do everyone just push the brakes and hold them until they crash? Release the brakes so you can control our car... Do you don`t learn this in the us?

The US is a big place. Some places snow a lot every winter and some places never see snow at all. Generally, the further south (and towards the coast) you move, the less people know how to drive in the snow.

This and the fact they don't have any sand, salt, or plows.

Very true. About seven or eight years ago I was living near Seattle, which gets very little snow (if any). One winter day we got a bit more snow than usual (probably no more than an inch) and every thing shut down. The unusually heavy snow, plus the inexperienced drivers, plus the fact that the city had a limited number of plow trucks (less than ten if I remember correctly), plus the steep-sloping streets of Seattle was the perfect recipe for disaster--or as DR members would call it: "great entertainment."
