Basically what happens when you throw water onto an oil fire is the water lifts the oil up and also mixes with the oil causing the oil to vapourize and it's that vapour which becomes highly flammable and explodes hence the flashovers you get. Obviously the first rule of any cooking oil fire is never ever throw water onto it, it's blatantly obvious here that the employees didn't have any training at all with regards to what to do in the event of an oil fire!
