What I don't get is, when you see headlights oncoming in YOUR lane, immediately start braking; don't hope they will pull out of the way.

Assuming this is in Europe, if he stopped every time there was oncoming traffic overtaking he'd never get anywhere. He did the right thing by moving over to the right but the van driver panicked. In Poland for instance, the shoulder stripe is actually dotted so that cars know they can ride the shoulder while oncoming traffic can still overtake...
