I watched the video like 12 times and it seems suspicious that there's no clear source of the tire. It looks like it just dropped out of a tree. There are no large vehicles passing around the time of its appearance into the frame, and oddly enough the timecode has a strange number blink just before as well. I'm not buying it.
There are two opposing highways visible in the background. The stretch closest to the camera, with the traffic moving to the left of the frame, is not where the tire came from. It came from the opposing, less-visible highway on the other side.
