it amazes me that when these people hit people they get out of their cars so slowly and walk so causally to the victim.

I agree, but I believe someone will be in a state of panic or shock and not think too clear right at that second and will probably need a few seconds to snap back and realize the reality, that they really did hit someone and that person could be injured.
