the car had no turn signal or brake lights. Yes the biker shouldn't have been passing right there, but he wasn't passing the turning vehicle, he was passing the other bike... He may have, just guessing, not done that had the car had the turn signal on and/or had brake lights.

It's a single lane and the biker was trying to pass, which was foolish. Biker's fault, frankly.

No damage, forks aren't even bent, it looked a lot faster than it was. The guy was a dumbass, overtaking in that busy area, and not noticing the car was slowing to turn, even without signals.

And notice the double yellow lines in the centre of the road: no overtaking!
