The car is marked "Share Mobile" (best translation I could get) so it appears to be one of those rent-by-the-hour type arrangements. I'm going to go waaaayyyyy out on a limb and guess that the driver is not very familiar with the car they are driving.

Looks like a front-wheel-drive car with the handbrake on - front wheels are moving the car, rear wheels are locked up. I guess they are sliding on the icy road.

Maybe whoever runs that outfit cares more about you having a credit card than a driver's license?
