Either that or they didn't know how to use it. Capstans are designed for STRAIGHT LINE USE, NOT around corners. And you stand BEHIND the shield when you have a heavy load. A lot of them have shields that raise hydraulically, to shield the operators.
These guys are hauling sideways, with no shield at all.
I wonder if the capstan would only work in one direction, so they had to rig it up backwards, and run it in reverse?

It's not a capstan, it's a lead, that likely had a means of attaching a stopper rope. The capstan is on the winch.
Bad deck work, always watch the ropes.
