They would call them 'moth drivers', they watch a distraction like a person changing a tire or a police pullover and are 'drawn' into it and crash right into the distraction.

found out that the guy is actual a cop putting on the lights of a sign at a police checkpoint in front of a police station.Probably a stop sign for motorist so the cops can do breathalizer tests. Cop got a right leg injury and bruises.
