Based on the traffic flow and road markings, that looks like a low-budget traffic circle and a left-side forward (UK style) road. Based on driving rules, the bicycle had right-of-way and the truck should have yielded. I would never take those chances if I was the bike, but clearly that bicyclist thought the truck would yield.

He was conducting the Indian Military Truck Suspension Test. Very Dedicated to perform the Test for 100% Satisfactory Results and The Fact He was Tired of Picking Up The Phone for A American Companies Customer Service Line That Pays Him The Equivalent of $2.16 Per Hour US Dollars.
