Yep, driver's a moron. But here's my BIG issue, I have NEVER been witness to or arrived at an accident scene where I did not stop to either help or check up on the people if cops or ambulance wasn't already on the scene. I would have totally pulled over ESPECIALLY after seeing that little kid jump out of the car and right into the line of traffic.
