You're right, a tank slapper is also referred to as a wobble or speed wobble. The dreaded wobble happens when a bike’s front wheel leaves the road and moves out of alignment while airborne. So when the tire lands back on the road the bike tries to realign itself back into position causing it to wobble. I had steering damper installed on my bike to reduce head shake and stabilize the steering.
