^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ It's because, Russia as you and I know, are behind in many ways compared to other developed countries. Documents, discoveries, literature, and continuing research is is added constantly. Recently they had an upload of classic authors and their writings translated. Being such a "hands on" type of government, the book 1984 lept off the pages for them prompting them to produce many different observation methods. Hiding said cameras in vehicles was the first idea.  :l augh |
