he's alive.
The works provided by TCDD and TCDD TAŞIMACILIK A.Ş.'s own personnel and including the essential services of the institution have been carried out with the service procurement method for a long time. One of these services is cleaning.
In TCDD and TCDD TAŞIMACILIK A.Ş., the subcontractor employees who perform the services provided by the subcontractor companies are employed with low salaries, lack of job security, and lack of adequate knowledge, skills and training.
As a result of this practice, we encounter murders under the name of occupational accidents.
The employee of the RCS Cleaning Company, who cleaned the front window glass of the driver's cabin of the High Speed Train (YHT) set, which was prepared for the trip at Söğütlüçeşme Station on May 23, 2023, at noon, was seriously injured as a result of being caught in high voltage, and his treatment continues as intubated in the intensive care unit at the hospital.
Now we ask;
Cleaning of trains is done on non-electric repair-maintenance lines. As in the accident, who decided to clean this line under the catenary line, even though it was not in compliance with the legislation and OHS/IMS rules, by whom and how?
Has OHS training been given to the subcontractor employee of RCS Cleaning Company before starting work?
It is clear that cleaning the cabin windshield by using water with a long-handled brush on an unenergized line on the platform where passengers board and board the train, regardless of the height of the platform, will cause such an event. Why was this not foreseen and prevented? Why is this allowed?
Are there any SMS risk analysis reports related to the accident? Has an administrative investigation been initiated?
Why are the OHS Risk Determination meetings, which should be held with the participation of Institutions and Unions, not held recently?
The fact that the two central train stations of Istanbul, Haydarpaşa and Sirkeci Stations, are closed to national and international railway operations, have eliminated the areas where train sets will park, and even maneuvering has become very difficult due to the lack of space. These situations cause the YHT operation not to be able to operate at the desired frequency, and as can be seen in the last incident, the absence of a workshop and facility where train cleaning and maintenance will be done, prepares the environment for the trains to go on a journey without maintenance. There must be high-voltage isolated roads where the maintenance and supply of trains will be made.
While the cleaning process was carried out in automatic washing units in the past, today the cleaning of wagons has been transferred to subcontractors and it is tried to be cleaned with a bucket and brush.
Ignored deficiencies, misapplications, and unforeseen/ignoring risks in railways cause us to encounter such accidents and many near misses.
On this occasion, we would like to warn about another issue that may cause accidents. It is seen that the trains, which carry dangerous goods and fuel by private companies carrying out transportation on the railways, pass at high speed (60 km/h) through the Stations and Stations with a high passenger density. The draying of even one of the wagons of these trains will invite a disaster. The livre speed of trains carrying dangerous goods and fuel should be revised and regulated.
Although the Occupational Health and Safety Law No. 6331, which was published in the Official Gazette on 20 June 2013, was enacted, its coverage for public employees was postponed until December 2023. This situation prevents the implementation of Occupational Health and Safety measures for public employees in public workplaces. It is important that all articles of the law are put into effect as soon as possible.
We; We want the services in railways to be carried out with a system that has job security, Occupational Health and Safety rules are strictly enforced, and there is no unsupervised area.
Failure to establish this system means new accidents and new work murders.
