That's why in the U.S. there are rules. For every guy in the hole, there's at least two guys standing there to help and monitor. People get pissed when they see two guys doing nothing but this is the alternative.

That's why in the UK, if anyone is working in the road there is 10 guys, 1 working, 5 watching and 4 sitting in their van drinking tea.
