Guy is performing improper rescue techniques. He should be using a stick and hitting the lower legs and feet, as was demonstrated in that other video from a while ago. |

This is what is known in electronics as a pull-down resistor. They are often seen in electronic circuits where a low level of logic is required (such as when a person decides to carry out work right next to a power line without safety measures, especially when conductive poles are in use). The pull down resistor functions by making a connection (with moderate resistance) to ground. That results in them being pulled down, as seen in this video. |
