That looks like a pretty weird intersection: I can’t see any sort of traffic control or stop sign and it looks like maybe the offending driver thought they had an acceleration lane coming into the highway that wasn’t actually there

There was a dedicated entry and accel lane, and there was likely a yield sign off-camera. The black car only needed to stay left and would have had its own lane. Based on its turning radius, I think the merging car was a confused driver from a "right-side" country, and was swinging out into the oncoming lanes out of intuition. The driver next saw the oncoming-traffic and realized the fuck up too late. That would also explain why the black car stopped accelerating upon entering the road. |

car driver is a moron. there's a white stop line he crossed without stopping as maybe he or she probably thought (s)he could beat the truck if he or she stepped on the gas but failed miserably.
