I wonder why it blew up? Tires are normally non-conducting, and they tell you if you are in a vehicle that gets tangled with power lines, just sit tight and don't move, until they can turn power off. So I wonder how all the arcing and sparking got started.

There had to be something conducting to a ground, might have just be the level of voltage overcame the grounding properties of the tires, but probably not. The tire probably blew because the electrocuted wheel heated up and therefore heated the air inside the tire very quickly creating the inside pressure above the limit the tire can handle. |

High voltage will jump right around rubber or plastic if it's has a chance, the voltage made it that close to ground that nothing stops it.
