No, the first word is a proper name and the second word refers to part of a road delineated by lines in which cars are supposed to drive. Therefore I'm not Wong, I'm White. However, as you slay, car was going wong(*) way in rane and was in wong(*) rane. If this happened in rain it would have been more difficult for driver to swerve to avoid rash.
