biker's fault. jeep was stationary and moved according to traffic signs. good riddance for people who cant even follow the simplest traffic law. red lights.

he/she have to stop, windshield wipers dont work when a man is on top of it so it has to be removed.

Maybe they both had the green which means the person making a left turn needs to yield right of way to oncoming traffic.
