Was my first thought too. But then, anticipate other drivers mistakes, give way to traffic on the roundabout etc.

Scooter rider's fault. He was doing a wheelie and going too fast at the roundabout. Should pull in and give way to the traffic on the right. I wonder why there was a large crowd.

According to local road laws around here, you only need to indicate *out* of the roundabout. Which would be the side facing away from the camera. So, scooter rider is 100% at fault, and not only that, is a complete and utter tosspot.
