Looks like he (or most likely she) did this on purpose because the car stops in reverse, waits for the cyclist to move along. He doesn't and perhaps the driver was a bit angry and just gently moved the bike along and continue the journey.

Agreed, she was a bit annoyed but she could have rolled down her window and ask him if he was planning to move his ass or not.
Now she has to pay for damages etc.
