Too little time to react. Looks like the accident ahead had just occurred, seeing that none of the occupants had gotten out of their vehicles yet... And none of the cars had their hazard lights on!

you need to look again! flashers are on on the car to the right, first thing i noticed.
he had plenty of time to stop if he was looking down the road in front of the bus instead of the front of the BUS!


sounds like he shouts HELLO right at impact.
