The contract was signed before the company that built this masterpiece of architecture even legally existed: basically, it was unknown to the National Registry of Legal Entities, and it was awarded the contract without the mandatory competitive bids. While works were in progress, the costs rose an additional 350% but as we can see, obviously no structural health monitoring nor stress load testing were performed. Yes, exactly what you'd expect from a third world country. Oh, and in 2012, the same company donated 2,8 Millions Reais (about 1,130,000 $) to fund electoral campaigns: it had also happened in the past that (under another name) they first signed a contract, then built their shit, and at the end they were included in the National Register of Legal Entities: basically they did all they had to, just in reverse order. What surprises me is that it's the only structure made for the WC that collapsed so far.
