From the layout, seems pretty obvious the car was about to turn left. Should have just stopped and waited those few seconds.

Half blame, car stopped and the bike passed impatiently. This will get you hurt. Although the Sonata driver should have used his fucking blinker. Both deserve to be responsible for their own damages and can fuck off.

More like a 65/35 blame.

Car did not have their signal light on to properly relay their intention of turning left.

Bikers were speeding.

Biker decided to pass on the left in the opposite lane instead of the passing on the right.

That's what the turn signal is supposed to indicate.
When used. Biker still shouldn't have tried to pass like that.
