If you stop frame right before the impact, you can see that the brake lights are not illuminated on the car. It wasn't stopped; the biker was just going too damn fast and took his eyes off the road ahead long enough to get burned. From what I can read from the overhead road signs, I think this must've happened on I-25 North in Loveland, CO.
